Skills for Success are used in many activities in work, learning, and life. They are the foundation for learning all other skills.

28 per cent of what Canadians earn is directly attributable to their Essential Skills levels. No other single factor contributes as much to a person’s income. The next highest at 24 per cent is education and credentials. Work experience and attitude are even less. Often we hear that employers want a worker with a good attitude and smile on their face, but that isn't enough. Canada has a brutally efficient economy. If you produce you are successful here.
Jobs for which no post-secondary education is necessary increasingly require a minimum of Level 3 in reading text, document use, and numeracy; for example, a cashier, security guard or labourer.
The ETI offers financial assistance to adult learners with low incomes to help them complete their high school education, participate in workforce and skills training programs and improve employment opportunities, start a career and become more self-sufficient.
In addition to financial assistance, learners have ongoing access to individualized planning and supports to help them accomplish their training and employment goals.
ETI Eligibility
Adult learners with low incomes may be eligible for the ETI if they are:
Training providers will determine ongoing ETI eligibility and will work with students to support their success.
To remain eligible for the ETI, applicants must:
ETI funding will end if students are unable to attend their training program for more than three consecutive weeks (21 calendar days).
Benefits may change or be discontinued if eligibility requirements are not met or if personal circumstances change. Students must inform their ETI coordinator immediately if there are any changes to their personal situation.
Adult learners must attend programming full-time. However, an adult learner may be approved for the ETI if a disability accommodation is required and results in an extended program plan. Training providers will determine the eligibility for an extended program plan.
ETI Benefits
The ETI is delivered through the SIS and SAID programs.
The ETI is provided as a monthly benefit in addition to clients’ other income assistance benefits:
Adult learners also have access to employment supports from post-secondary institutions and the Ministry of Immigration and Career Training’s SaskJobs – Career Services, including work and job readiness counseling, job search assistance, resume writing and interview skills development.
How to Apply for ETI
To access the ETI, applicants can contact their training provider to enrol in an approved education program.
If applicants are not currently receiving income assistance benefits, they can apply for ETI through either the SIS or SAID application process. Training providers have designated staff who help with the application process.
Students will receive a Client Identification Number once they apply for SIS or SAID. This number is found at the end of the online application and on letters or emails from the Ministry of Social Services. Students will need to provide this number to their training provider to access the ETI.
If applicants do currently receive income assistance benefits, they can contact the Client Service Centre or speak to their Planning and Support Specialist or Assured Income Specialist about the ETI.
